Lieutenant Colonel Philip Ray Dever, United States Air Force (retired), age 80, of Deland, Florida, passed away peacefully on the morning of March 8, 2025.
Phil was born on May 2, 1944, in Dayton, Ohio, to the late Eugene and Charlene Dever. A proud and distinguished veteran, Lt. Col. Dever served honorably in the United States Air Force, earning numerous accolades throughout his career and embodying the highest standards of integrity, dedication, and leadership. Phil also had a 25 year career in hospital Human Resources, where he was well admired by his employees and coworkers and described as a great mentor and friend.
Beyond his military service, Phil was a devoted husband, father, and grandfather. He is survived by his beloved wife, Carol Jean Dever, with whom he shared 55 years of marriage. Together, they made the big move to Deland, Florida, leaving behind their cherished friends and community in Cincinnati, Ohio. Phil and Carol raised two wonderful children, Laurie Dullmeyer (Edward) and Mandy Whitehead (Patrick), both of whom brought him immense pride. One of his greatest joys was his seven beloved grandchildren, Josiah, Jesse, Jamie, Jacob, Jonah, Jordan, and Rylee, whose lives will forever reflect his wisdom, love, and strength.
Phil is also survived by his younger sister, Dee Dee, who with her husband Jim Benny, reside in Ouray, Colorado.
A passionate supporter of his military heritage, Phil was often seen proudly wearing his U.S. Air Force or Vietnam Veterans hat. He was an enthusiastic fan of Cincinnati sports, particularly the Bengals, the Reds, and anything Gonzaga. His favorite saying was “Who Dey!” and he was known to share it with a smile.
In his retirement, Phil embraced life to the fullest—enjoying daily walks with his dog, Flash, traveling internationally, golfing, playing cards, trying out new restaurants, and volunteering for various causes. His warmth and humor touched many lives.
A visitation will be held at First Church in Deland, 115 E Howry Ave, DeLand, FL 32724, on Tuesday, March 18, beginning at 9:00 AM, followed by a service and interment with full military honors at Cape Canaveral National Cemetery at 1:00 PM.
In lieu of flowers, the family asks that you donate to a charity of your choice.
